What are the Department of Labor (DOL) Opinions?

The DOL opinions revolve around the interpretation of The Family Medical Leave Act (FMLA). Since DOL is the agency that enforces Title I of the FMLA, it was also tasked with implementing the Regulations, enforcing Title I of the FMLA, and rendering any opinions to assist in compliance issues.

Title I of the FMLA covers the United States Postal Service, the Postal Rate Commission, and certain other selected agencies (See this page of the FMLA Introduction). The rest of the Federal Government is covered by Title II of the FMLA which is administered by the Office of Personnel Management (OPM).


The DOL opinions were obtained under the Freedom of Information Act (FOIA). The FOIA does not allow divulgence of privileged information as outline in the Privacy Act. In that respect, you will find various portions of the documents "whitened out". This does not in any way digress from the intent of the various opinions.

The opinions are broken out into groups of 25. At present, summaries do not accompany any of the opinions. The summaries will be added as time allows.
